]]> MANILA, Philippines — The Department of Public Works and Highways (DPWH) is racing against time to finish the construction of the underpass along Quezon Avenue crossing Araneta Avenue in Quezon City. In a progress report, the DPWH said the Quezon Avenue project is 33 percent complete and would likely be finished by June 2012, ahead of the original September, 2012 target.
